WORTON — A 17-year-old Millington boy, on May 14, was referred to the Department of Juvenile Services on a complaint of driving without a license.

Deputy J. Thomas Tucker conducted the traffic stop at 8:29 a.m. on state Route 298 at state Route 297.

WORTON — Richard James Conard Jr., 39, Hanover, Pa., on May 22, was charged with possession of marijuana; possession of marijuana with intent to distribute; and possession of drug paraphernalia.

Bail was initially set at $150,000.

Police initially stopped Conard for speeding; he was allegedly driving 42 mph in a 30-mph zone. 

Cpl. J. Nicholas Watson conducted a probable cause search of the vehicle that Conard was driving. Cpl. Watson located a grinder, a bowl and a small tupperware container in the center console of the vehicle, according to court records. In the trunk, Cpl. Watson located a quarter-pound of suspected raw marijuana.

The suspected marijuana was in a large plastic bag that was in a large sealed plastic container. According to district court records, the large bag contained four individually wrapped bags of suspected marijuana; each bag weighed about one ounce.

Cpl. Watson conducted the traffic stop at 2:17 a.m. on state Route 297 at Worton Park Road.

MILLINGTON — Ronald Raymond Ruebeck, 45, Betterton, on May 22, was charged with driving while under the influence of alcohol; driving while under the influence of alcohol per se; driving while impaired by alcohol; and driving while in violation of a license restriction.

He was released on personal recognizance.

Police initially stopped Ruebeck for allegedly speeding.

"Upon contact with Ruebeck, he was found to be under the influence of alcohol," DFC G. Travis Manning wrote in a sheriff's office news release.

DFC Manning conducted the traffic stop at 9:35 p.m. on U.S. Route 301 at Chesterville Bridge Road.

GALENA — Fermin Castillo Velazquez, 40, Golts, on May 22, was charged with speeding; driving while under the influence of alcohol; and driving while impaired by alcohol.

He was released on personal recognizance.

Police initially stopped Velazquez for allegedly speeding. 

Cpl. Sean M. Maloney reported that while conducting a roadside interview, he smelled alcohol on Velazquez and observed Velazquez's eyes to be bloodshot, according to a sheriff's office news release.

Velazquez was charged after he allegedly performed poorly on standardized field sobriety tests.

Cpl. Maloney conducted the traffic stop at 10:31 p.m. on southbound U.S. Route 301.

KENNEDYVILLE — Job Chaparro-Pena, 32, Kennedyville, on May 22, was charged with driving while impaired by alcohol; and driving while under the influence of alcohol.

He was released on personal recognizance.

DFC J. Thomas Tucker conducted the traffic stop at 10:50 p.m. on Bolton Road at state Route 290.

Queen Anne's Sheriff

SUDLERSVILLE — Diego Mendoza-Vela, 41, Sudlersville, on April 28, was charged with driving in excess of reasonable and prudent speed; driving without required license and authorization; driving on a revoked license; and failure to display registration card on demand.

He was released after posting $5,000 bond.

Police initially stopped Mendoza-Vela for speeding; he was allegedly driving 63 mph in a 50-mph zone.

DFC Brad Martz conducted the traffic stop at 10:27 a.m. on state Route 300 near Benton Corners Road, Sudlersville.
